League of Dreams Constitution

The order of the 5-round keeper draft is set by a lottery among the teams that miss the playoffs, run each year after the season ends.

Picks 1–8: the 8 teams that miss the playoffs. All 8 picks are decided by the lottery.
Picks 9–12: the 4 playoff teams, in this order:
- 9. the semifinal loser with the worse regular-season record
- 10. the other semifinal loser
- 11. the runner-up
- 12. the champion
Lottery teams are seeded by final regular-season standings: seed 1 is the worst record (12th place) and seed 8 is the best non-playoff record (5th place).

Each lottery team gets a number of balls. There are 100 balls in all, so each team's balls are also its chance at the #1 pick.

Picks are drawn one at a time, starting with pick #1.
For each pick, one ball is drawn from all the balls still in the pool. The team that owns that ball gets the pick.
Once a team is drawn, all of its balls come out of the pool, and the next pick is drawn from what's left.
This repeats until all 8 lottery picks are assigned.

The commissioner runs the lottery on the league website, usually scheduled for 12:00 PM Central on lottery day. At that minute the site draws it automatically, and the league watches the reveal from pick #8 to pick #1.
The draw uses a computer random number generator. The random numbers used for each pick are published with the results, so anyone can check the draw.
The lottery is run once and the result is final. It can't be re-drawn.
